From commissioning to delivery, we know both sides of the table

At The Hayes Collective, our perspective is rooted in real-world commissioning and procurement practice. Before founding the Collective, our Director worked across local government and public services - shaping, procuring, and overseeing programmes where accountability and community voice had to work together.

Highlights of experience include:

  • Commissioning and contract management across a range of public and community services — balancing compliance requirements with meaningful engagement.

  • Designing and running procurement processes that attracted and assessed bids from third-sector and commercial providers, ensuring value for money and demonstrable outcomes.

  • Evaluating funded initiatives and programmes identifying what worked, where to adapt, and how to inform future projects.

  • Facilitating cross-sector partnerships between public bodies, voluntary organisations, and local communities - creating strategies that could be delivered both locally and system-wide.

  • Reporting to senior decision-makers by translating complex programme learning into clear, evidence-led recommendations at board and cabinet level.

Why this matters for you

We understand consultancy from both sides of the table:

  • What commissioners and funders need to see — evidence, rigour, compliance.

  • What organisations need to feel — partnership, clarity, and fairness.

This blend of independence, accountability, and humanity is what defines The Hayes Collective - helping organisations deliver work that stands up under scrutiny and stays true to the people it serves.
